Beside the framework agreement
The line item missing from the contract is what shukchok is for
shukchok is an open marketplace for industrial goods — several suppliers, one basket, duty paid across the border. Demand in Lausanne is concentrated on two large operators, and they buy through framework agreements. That is not competition but a division of labour: the agreement covers the plannable volume through price lists and named contacts, and that part keeps running there.
Beside it sits the demand no contract foresees — the line item missing from the contract, the part in a design the stores do not hold, the demand arising from a conversion. The new municipal treatment works on 70,000 square metres generates exactly that second kind for years.
