shukchok is an open marketplace: several suppliers, one basket — and this province needs it twice over. A refinery buys against a turnaround: one long-planned window, very many positions at once, many manufacturers. An incineration line buys against operating hours: the same coolers, elements and separators over and over, and those positions never reach a project budget.
